WHAT IS PENANG 2030?
Penang2030 started in August 2018 to build a smarter, greener, and more people-focused Penang. When COVID-19 hit, it pushed the state to act faster. This led to the creation of Digital Penang to boost digital growth and the HIP Index to hear how people feel about life in Penang. Both were part of the original plan, showing real progress toward the Penang2030 vision.

Increase Liveability to Enhance Quality of Life
Focus on affordable and diverse housing, safer and cleaner communities, stronger welfare and care systems, and a wider range of recreation, sports, arts, and cultural facilities—creating a better, healthier life for everyone.
